As long as you pay attention to the ADDM reports and keep the stats job running regularly, 
you shouldn't need the PTC Tuner package for 10g or 11g. It has become redundant after 9i.

AFAIK the new "Windchill Application Database User" is a separate user that some organizations 
might require to increase application security. As I understood this the "Application" user is 
used by Windchill during normal operation is not allowed to alter the database schema.
 
For a test setup you should be fine just defining the "Windchill Installation Database User Account" 
and everything will run with this database user as in 9.1.

• Drives
  • c: sys Unordered List Itemtem
  • f: PTC database - Oracle

• Use Acronic True Image Echo Server to clone c: and f: to USB Drive
• Use Acronis DVD recovery disk to restore to Two drive system
• Booting from restored system does not work
• Use Windows Server 2003 Enterprize Install disk to recover windows system ( second Method ie. instead of re install)
• System then booted
• stop original server and start new test system
• set drive on second disk to f: and reboot
• system boot successful
• check Oracle database - looks good
• install service packs not on install disk
• Activate
• check access to windchill
• not good - change ip address to 192.168.1.4
• Successful
• Stop Original windchill server to bring test server online (cannot be on same network)
• When booting Test Server unplug network connection
  • test server is not recognized by active directory and will refuse login
  • login with no network will succeed from remembered password
  • reconnect to network after suvccessful login
• Update data by loading backup of Oracle and PTC data
  • Stop all services
  • Oracle's
  • Windchill
  • Tomcat
  • Aphilion
