The basic idea is that once the Trusted Installer CBS log in C:\Windows\Logs\CBS grows to more 
than 2GB, the CAB compression utility (which Microsoft prefers to the far more common Zip) can't 
handle it. Microsoft's makecab.exe chokes on files bigger than 2GB.

Method 2: Check if the windows all users install agent service is started.
 
a.       Press Windows Key + R, type services.msc, press ENTER.
b.      Search for service named Windows all user install agent service.
c.       Windows all user install agent service should be manual.
d.      Check if it is started, if not Right click on the service and click on Start.
